Fiscal responsibility

The Policy Institute has published Paying Our Way: Should Scotland Raise Its Own Taxes?

The conclusion:

Greater fiscal powers for Scotland are not only feasible but may be inevitable
Correct on both counts.

    The Scotsman today has a piece about Scotland getting a net £8 billion from the Treasury (we raise £31 billion & get £39). 
     
    However worthy raising only our own taxation is (& I agree that in theory it is) removing £8 billion from the economy would hurt.
